Changpeng “CZ” Zhao, the former CEO of Binance, has signed a memorandum of understanding (MoU) with the Kyrgyz Republic to provide advisory services on crypto regulations and blockchain technology.

The crypto agreement was announced by the country’s National Investment Agency (NIA), which oversees foreign investment and supports international business development in Kyrgyzstan.

In an April 3 post on X, CZ confirmed the partnership, saying he officially and unofficially advises several governments on crypto regulatory frameworks and the use of blockchain for improving government efficiency.

Advising on Blockchain Policy is ‘Extremely Meaningful’

The former Binance CEO described the work as “extremely meaningful” and emphasized the broader role of blockchain beyond trading.

Kyrgyzstan President Sadyr Zhaparov also announced the collaboration on social media, calling it a significant step toward modernizing the country’s technological infrastructure.

He said the partnership will help implement blockchain solutions, enhance virtual asset management, improve cybersecurity, and train specialists in related fields. “Such initiatives are crucial for the sustainable growth of the economy and the security of virtual assets,” Zhaparov stated.

The Kyrgyz Republic, formerly known as the Republic of Kyrgyzstan, is a mountainous and landlocked country in Central Asia. It is seen as an attractive location for crypto mining due to its abundant and underutilized renewable energy resources.

Hydroelectric power accounts for more than 30% of the country’s total energy supply, though only a small fraction of its potential has been developed, according to the International Energy Agency.

This isn’t the first time CZ has collaborated with governments. Earlier this year, he met with Malaysia’s Prime Minister Anwar Ibrahim to advise on crypto matters, and he has also engaged with officials in the UAE and Bhutan, though details of those meetings remain undisclosed.

Since completing a four-month prison sentence in the U.S. for anti-money laundering violations, CZ has been active in investing across blockchain, artificial intelligence, and biotechnology sectors.

Most recently, he donated 1,000 BNB (worth nearly $600,000) to support earthquake relief efforts in Thailand and Myanmar.

CZ’s Meme Coin Donation Sparks Unexpected Wave of Crypto Generosity

Last month, CZ pledged 150 BNB (roughly $100,000) to aid victims of the collapsed LIBRA meme coin, which had been promoted by Argentina’s President Javier Milei.

The donation followed a campaign by a college student who raised $50,000 to help over 40,000 affected investors.

After CZ publicly posted his donation wallet, crypto users sent in more funds than he originally pledged. Zhao, however, stated he wouldn’t keep the surplus and plans to redistribute it to other meme coin scam victims, including those affected by TST and Broccoli.

He clarified that his gesture is not an endorsement of meme coins. Meanwhile, President Milei is under legal scrutiny in Argentina over his alleged involvement in LIBRA’s promotion and the associated fraud scandal.
